The Africa Capacity Building Foundation has received financing from the African Development Fund  toward the cost of the Capacity Development for Africa’s Structural Transformation Project: Institutional Support to the African Capacity Building Foundation and intends to apply part of the agreed amount for this grant to payments under the contract for Individual Consultancy services for the development of climate sensitive taxation policy modules and provision of training for ten (10) African Countries).

Brief Description:

Supported by the African Development Bank Group (AfDB), the African Capacity Building Foundation (ACBF) will implement the Capacity Development for Africa’s Structural Transformation (CADAST) project between September 2023 and December 2025 with a budget of UA 5.00 million. It is an Institutional Support Project (ISP) from the AfDB’s African Development Fund (ADF)-15 Regional Public Goods operation.

The services included under this project are:

The project will provide training, technical assistance, and policy dialogue, to enhance macroeconomic policy management in Africa. Through training, the project will contribute to strengthening the capacity of national and regional institutions in Africa for quality evidence-based policy analysis, enhanced macroeconomic surveillance and diagnostics, and better policy design and implementation. The project will also contribute to strengthening the countries’ institutional capacity for implementing the African Continental Free Trade Area (AfCFTA) agreement and boosting regional integration. In addition, the project will strengthen the countries’ capacity to formulate and implement policies aligned with the Paris Agreement on climate change. The key expected outcomes of the project are improved implementation of the AfCFTA agreement and regional trade integration; strengthened economic and financial governance; effective public finance and debt management; and increased policy alignment with the Paris Agreement on climate change to foster transition to green growth.

To achieve the outcome “effective public finance and debt management, “the program for 2025 work plan forecast a training on climate sensitive taxation policy for 10 REC members in July 2025.

Objective of the assignment

The main objective of the consultancy is to enhance the capacities of tax administration officials in African countries on climate-related taxation policy.

Specific Objectives:

  • Increase awareness about green taxation policies and their importance.
  • Expose trainees to best practices in designing, implementing and monitor climate-sensitive tax policy.
  • Improve the capacity of tax officials to develop and manage climate sensitive tax policies therefore increase domestic resource mobilization in Africa.

2.  Scope of Services and expected deliverables

2.1. Scope of Services

2.1.1 Development of climate sensitive tax policy training modules and training materials 

  • Modules to be developed include but not limited to climate change and corelation with tax policy, opportunities for tax policy reform, how to design green taxation policy, implementation, monitoring and evaluation tools, best practices around the world.
  • A participatory and differentiated learning approach that includes a mix of case studies and peer to peer experience sharing of participants.

2.1.2 Customization of training needs and methods to participants profiles

  • Review of profiles of training participants to tailor the training session to their needs.

2.1.3 Delivery of the training to participants 

  • in-person training will be delivered for 5 days for 15 participants.
  • For the skills-based training, a selection of the modules will form part of the training of 15 participants.

2.2 Expected Deliverables

  • An inception Report spelling out the understanding of the assignment, methodology and timelines.
  • Training modules and materials.
  • Provided training sessions to participants and certificates of participation.
  • A training report including evaluation and progress made by participants.

The provisional start of this assignment is on 30th July 2025 with the expected end date being on 08 December 2025, with a maximum of 10 calendar days.

Interested individual consultants must provide CVs indicating that they have the required qualifications and relevant experience to perform the Services.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s as specified in the Bank’s Procurement Framework, dated October 2015 and is open to all eligible bidders as defined in the Procurement Framework, which is available on the Bank’s website at https://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy.
