The vision of the Africa Union (AU) is to: “build an integrated, prosperous and peaceful Africa, an Africa driven and managed by its own citizens and representing a dynamic force in the international arena”. In 1993 and 2000 ACBF funded and contributed to the establishment of a Policy Analysis Support Unit (PASU) within the OAU and later - AU Commission, in two phases for a total of USD 6 million. In December 2006, the Executive Board approved a grant of US$ 5 million to African Union Commission (AUC) for the implementation of the African Union Capacity Building and Institutional Support Programme (AU CAP I). The program contributed to institutional and human capacity enhancement of the African Union, particularly in the areas of strategic planning, resource mobilization and integrated internal coordination processes and supporting initiatives to promote development of Agenda 2063. The grant also assisted the Commission in developing its capacity to engage more effectively with Regional Economic Communities (RECs) and other AU Organs. It also enabled it to establish effective consultative processes and mechanisms for partnership building.

The overall goal of the AU-CAP II is to contribute to the effective implementation of the AU Commission’s Third Strategic Plan (2014 – 2017). This goal will be achieved through the following specific objectives: 

  • Strengthen the AUC’s relationships with REC’s, AU organs and with strategic and other partners; and
  • Strengthen the human and institutional capacity of AU Commission to implement the Third Strategic Plan of the AUC.
