The EMPAC project had the principal objective to strengthen the capacity of the Federal Democratic Republic of Ethiopia (FDRE) for macroeconomic policy and management. It set out to assist the process of nurturing and enhancing the macroeconomic policy and management capacity of the Government to a sustainable level crucial to rapid development and socio-economic transformation.
The Project focused on the enhancement of the policy analysis capacity of existing policy units in core macroeconomic institutions of the government and the building and strengthening of national capacity to conduct future training in policy analysis and development management. The overall goal was to augment the efforts of the Government of Ethiopia in building and strengthening sustainable capacity in the area of macroeconomic policy analysis and management. The Project had seven main components and targets which included, Staff Expansion, Provision of Staff Training, Overseas Study Tours, Training of Trainers, Enhancement of Analytical Capacity through Technical Assistance, Provision of logistical and Capital Support and Establishment of a Macroeconomics Policy Reference Centre and Greater Availability of Reference Materials.
