The Cellule d’analyse et de Prospective en Developpement (CAPED) was set up as a Unit endowed with operational, financial and budgetary autonomy under the supervision of the Office of the Prime Minister, and governed by a Steering Committee (COMOR) whose members were drawn from the Government, National Assembly, University, Private Sector, and Civil Sector.The goal of the project was to assist the Government of Niger to create a critical mass of highly qualified experts in policy analysis and development management. Thus, the project aimed at enhancing the capacity of the Government to play a strategic role in guiding the economy of Niger by involving all the relevant agencies whose missions and activities relate to policy analysis, economic management and prospective analysis.
The overall goal of CAPED was to strengthen the capacity of the Government of Niger to formulate and implement appropriate social and economic policies. The project had four specific objectives: (a) to strengthen the national expertise to create a critical mass of competencies in analysis, design, formulation and management of policies and development programs; (b) to provide the Government of Niger with relevant research and analysis to guide policy formulation; (c) to develop strategic partnerships and networking relationships with other institutions involved in capacity building for the successful implementation of the country’s second Poverty Reduction Strategy and (d) to transform CAPED into a center of excellence and a knowledge based institution.
