The Secrétariat National chargé du Renforcement des Capacités en République du Tchad (SENAREC-Chad) or National Secretariat for Capacity Building in the Republic of Chad was responsible for the development of the National Programme for Capacity Building covering the public sector, the private sector and the civil society.
The programme gave priority to (i) strengthening public financial management to increase efficiency, transparency and accountability of public financial management; (ii) establishment of a poverty database and strategy; (iii) institutional and human resources development through the implementation of administrative reform, giving priority to institutional and staff reform (organization, job profiles, training, recruitment, incentive system,accountability) in pilot administrations (7 ministries); (iv) oversight and control through the implementation of oversight capacities in the Auditor General’s Office and the civil society as well as the information and consultation of the civil society on the implementation of the petroleum management strategy; and (v) monitoring economic reform and coordinating capacity through support to existing institutions in charge of capacity building.
